■今朝はゆっくりと休みました。昨日は朝1時間30分以上走りましたので、今日は休養日です。

昨日は走った後、午前中少し休み、録画してあったアメリカ映画「若草物語」を半分ほど見た後、すんと一緒にニューウェルサンピア沼津のお風呂に行きました。営業自粛で日帰り入浴の受付が16時までなのです。

東京のある大学が4年制の看護学部を沼津に作る計画があり、ニューウェルサンピア沼津が校舎の第1候補でした。ところがどうも話し合いがうまくいかなかったようで、結局は最近廃業した沼津駅近くのホテルを学校に転用するようです。静岡新聞にも、そうした内容が書かれていましたので、間違いはないようです。

となるとニューウェルサンピア沼津は以前と変わりなく営業し、私達はお風呂も利用できるということになりそうです。

さて夕食は月1回のお楽しみ会。鶴ちゃん夫婦と4人で原駅前の「ひろ繁」で会話とお酒と、そして素晴らしい料理を味わいました。静岡では緊急事態宣言も解除され、人出も少しずつ戻りつつありますが、一旦引き潮のように引いた人出が元に戻るのには、相当時間がかかるのではないでしょうか。

京都大学の藤井聡先生のお話では、非常事態宣言が出た時点と、その後の感染状況を確認すると、実は非常事態宣言は必要なかったのではないかというお話でした。つまりは科学的な根拠に基づくことのない無意味な非常事態宣言のために、多くのお店がどん底の苦しみを味わった、ということになります。

先進諸国と異なり、日本では休業補償と一体の非常事態宣言ではありませんでしたので、営業自粛はあくまで自主的な判断でという方針です。自営業者の方は本当に大変だと思います。生活のために店を開ければ非国民呼ばわりされ、黙ってお店を閉じれば生活に困窮してしまう。進むも地獄、退くも地獄と、まさに戦争中の日本軍のような状態になってしまっているのです。

■さて今朝の東京新聞には辞職した東京高検の黒川弘務検事長に対する訓告処分を決めた過程について、安倍晋三首相と森雅子法相間で、経緯の説明が大きく食い違っていると報道されています。

法務大臣である森氏は、内閣と法務省が実質的に決めたと説明しているのに対し、安倍首相は検事総長が事情を考慮し処分を行ったと承知している、と強調しています。

検事長は内閣が任命し、天皇が認証する「認証官」。任命権者は内閣で、その首長は首相。国家公務員では、懲戒処分は任命権者が行うと規定しており、過去には内閣が検事総長や検事長を懲戒処分したこともあるそうです。

森氏によれば『法務省内、任命権者である内閣と様々な協議を行った』とした上で、『最終的に内閣において決定がなされたものを、私が検事総長に『こういった処分が相当であるのではないか』と申し上げ、検事総長から訓告処分にするという知らせを受けた』と語っています。

一方、安倍首相は『検事総長が事案の内容など、諸般の事情を考慮し、適切に処分を行ったと承知している』と何度も繰り返し、内閣という言葉を使っておらず、処分の検討過程に関わっていないかのような印象を与えています。

つまり自分はこの処分に感知していない、検事総長の判断でなされたのだという印象を国民に与えたいようです。

週刊文春報道が出た当初には、法務省内では「退職金が全額出ることになるのは理解が得られない」という見方もあったのですが、最終的には満額の退職金が払われるようです。

あるジャーナリストによると、これはある種の口止め料ではないか、という見方を披露していました。さんざん安倍内閣のために黒川氏が握りつぶした違法な案件がありそうなのですが、その辺については辞職してからも決して口外するなよ、という暗黙の了解なのだというのです。

どこまで行っても、不正にまみれた内閣です。

I took a good rest this morning. I ran for 1 hour and 30 minutes in the morning yesterday, so today is a rest day.
