■20200605（金曜日：晴れ）　Government software

■今朝は走りました。昨日も走りましたので、今日は休養日としようかと思ったのですが、朝の目覚めが爽やかでしたので、走ることにしました。

今日は生ごみの日ですので所定の位置に運び準備運動後に走り始めました。

6月に入っても爽やかな日が続いています。朝5時ですと、寝室は少し蒸すほどの気温なのですが、玄関を出て外に出ると空気もひんやりしていて、とても爽快なのです。梅雨前の一時でしょうか。

■さて毎朝こうしてブログを更新しているのですが、今日はWiFiの調子が良くありません。接続されるのですが安定して電波が届きません。繋がっても回線速度が、やたらに遅くて使い物になりません。

今こうして入力しているのは、スマホの音声入力で WordPressに入力しています。その分に関しては全く問題がありません。このスマホもWiFiで接続されているはずですから、パソコンとどう違うのか私には分かりませんが、ルーターの問題でしょうか。

■さてコロナ対策で打ち出された色々な施策でのオンライン申請が、どれもうまくいきません。本来ならスピード感を持って実行しなければならない施策が、かえってオンラインで混乱しているのです。以下の記事は、その根本にある問題点を指摘しています。

『なぜ、日本政府が作るソフトウェアは使えないモノばかりなのか？』

上記のメルマガ『週刊 Life is beautiful』では、「Windows 95を設計した日本人」として知られる世界的エンジニアの中島聡さんが、その原因を分析・解説するとともに、このような状況を打破するための画期的アイディアを披露しています。

まず現状は以下のとおりです。

(1)　厚生労働省は20日から運用を始めた「雇用調整助成金」のオンライン申請でシステムトラブルが発生し、受け付けを停止したと発表した。再開のめどは立っていない。（中略）

(2)　厚労省が調べたところ、同じタイミングで申請した人に同じIDが割り振られ、先に登録した人の氏名、携帯電話番号、メールアドレスなどが見られるようになっていた。パスワードや給与情報も見られるようになっていた可能性があるという。

こんな状況に対して、中島さんは以下のように分析しています。

同じタイミングで申請した人に同じIDが割り振られ」という部分がとても重要で、まともな人がソフトウェアの開発に関わっていたら、決して生じないようなミスです。

その原因として以下の点を列挙しています。

1. 政府から受注したITゼネコンには自らソフトウェアを書く人・書ける人がおらず、仕様書を書いて下請けに丸投げするだけ
2. その下請けは、大学でちゃんとソフトウェアの勉強をしていない文系の派遣社員を低賃金で雇い、劣悪な労働環境でコードを書かせている
3. 書かれたコードをレビューをする習慣やシステムが存在しない
4. クライアントの打ち合わせ、仕様書の作成、見積書の作成などには膨大な時間を書けるわりに、コードのクオリティを上げることには時間をかけない
5. ITゼネコンには役所からの天下りが、下請けのソフトウェア会社にはITゼネコンの天下りが役員・顧問・相談役として働いており、ほとんど仕事をせずに「口利き」だけをして高給をもらっている

これに対して中島さんは、以下の解決策を提案しています。

■ちなみに、こんな状況を打破する、とても良い方法を提案したいと思います。政府系のソフトウェアは全てオープン・ソースの形で行うのです。大雑把な要求仕様書と予算は政府が作り、実際のソフトウェアは、公募するのです。

この方法の利点は以下のとおりです。

1. オープンソースなので、作ったものは（公募で集まったものも含めて）国民の（実際には人類の）共通財産になり、一つの地方自治体が作ったものを別の地方自治体が（そのまま、もしくは改変して）使うなども可能になる
2. 実力勝負になるため、天下りによる官民癒着体質から脱却できる
3. ITゼネコン、派遣会社のような中間搾取団体が排除される少数精鋭のフリーランス・グループが有利になるため、人材市場に流動性が生まれる
4. （会社など作らずに）プロジェクトごとに集まるという新しい働き方が可能になる

■こうした中島さんの問題意識、そして解決策の提案は、大変重要であり有効性の高いものです。

ただ残念ながら、こうした解決策は日本では実現することはない、と私は思います。原因は水面下に横たわる日本のピンはね体質です。コロナウイルス対策で、こうした事実が顕になりました。骨の髄まで浸透している中間搾取です。仕事をろくにしない人間たちに、税金が流れているのです。

実際に仕事をする人々に渡る金額は、まさに雀の涙程度なのです。それでは良い作品ができるはずがありません。

Government software

Right now, I’m typing into WordPress with my smartphone’s voice input. I have no problem with that at all. This smartphone is also connected via WiFi, so I don’t know how it’s different from my computer, but I guess it’s a router issue.

Now, all the online applications for the various measures launched by the coronavirus countermeasure are not succeeding. Measures that need to be implemented in a short period of time are instead confused by online applications. The following article points out the problem at the root of it all.

“Why is it that all the software the Japanese government makes is actually a useless product?

In the weekly magazine “Weekly Life is beautiful”, Satoshi Nakajima, a world-class engineer known as the “Japanese who designed Windows 95”, analyzes and explains the causes of this situation and presents his groundbreaking ideas for breaking through this situation.

First, the current situation is as follows.

The following points are enumerated as causes

1.IT general contractors ordered by the government have no one who can write software themselves, so they just write the specifications and leave it to the subcontractors.

1. The subcontractor hires non-professional temporary employees who have not studied software in college for low wages and write code in poor working conditions
2. There is no custom or system for reviewing written code.

We spend a lot of time meeting with clients, reviewing specifications, and writing quotations, but we don’t spend a lot of time improving the quality of code.

1. the IT general contractor has amakudari from the government and the subcontracted software company has amakudari from the IT general contractor working as board members, advisors and consultants. They do very little work and get paid high salaries on eloquence alone.

In response, Nakajima proposed the following solution.

I would like to suggest a very good way to break through this situation. All government software is done in the form of open source. The sketchy requirements and budgets are created by the government, and the actual software is publicized.

The advantages of this method are as follows

(1) Because it is open source, what is created becomes the common property of the people (actually, humanity), and what is created by one local government can be used by another local government.

(1) Because it will be a game of merit, we can break away from the collusion between the public and private sectors through revolving doors.

(1) The elimination of intermediate exploitation groups such as IT general contractors and temporary staffing companies gives an advantage to elite freelance groups when winning orders, creating liquidity in the human resources market.

(1) A new way of working is possible, where personnel are gathered for each project (without creating a company).

Nakajima’s awareness of the problems and his proposals for solutions are very important and highly effective.

But unfortunately, I don’t think these solutions will ever come to fruition in Japan. The cause is the widespread exploitation of Japan. These facts became apparent in the coronavirus countermeasures. It is an intermediate exploitation that has penetrated to the marrow of the bones. Taxpayers’ money is being funneled to people who don’t do their jobs.

The amount of money that goes to the people who actually do the work is really very small. Then you can’t make a good work.

■今朝は走りました。資源ごみの日でしたので、ペットボトルと空き缶を所定の位置に運び、準備運動の後スタートしました。いつものコースを6.11km走り、これで今月は3回のランで18.38kmを走り、残り26日で月100キロ走まで81.61kmのところまで来ました。

今朝は目覚ましの鳴る5時の30分ほど前からでしょうか、夢を見始めました。そのために目覚ましの鳴った時刻には、すぐには起き出すことができませんでした。体が重い上に頭もすっきりせず、ぐずぐずと布団の中で時が過ぎてしまいました。それでも時計を見ると5時5分でした。

何とか起き出して走ることができました。今週は天気も良さそうなので、できる限り積み重ねをしておかないと来週からは天候が崩れそうです。

■昨夜は録画してあった韓国映画「タクシー運転手：約束は海を越えて」を見終わりました。2017年に公開された韓国映画です。1980年の光州事件時の実話を元に作られれました。監督はチャン・フン。主演はソン・ガンホです。

ソン・ガンホ演じるタクシー運転手は妻に先立たれ11歳になる娘と2人で小さな家に暮らしています。生計を立てることに精一杯で政治には無関心な平凡な労働者のひとりでした。日々の生活に追われる中で、10万ウォンという高額な運賃が得られる話を聞きつけ、ドイツ人記者のピーターを乗せて、広州へ車を走らせたのです。

そこで2人は軍による暴虐を目撃し、その事実を全世界に発信するため撮影記録を持ち帰ることをピーターは決意します。ガンホ演じる運転手も仲間や市民との出会い、そして無残にも次々に死んでいく彼らを見るうちに、次第にピーターの使命を理解するようになり、最後はピーターのカメラを取り戻そうとする政府の追っ手とカーチェイスをしながらソウルに戻るのです。ピーターが無事に金浦空港から飛行機で旅立つまで、ハラハラドキドキのストーリーが展開されます。

2017年8月実在した記者の妻がソウルを訪問し、亡くなった夫の実話に基づいたこの映画を韓国大統領のムン・ジェインと共に鑑賞しました。政府の高官はこう語っています。

『映画ではいかに、外国人ジャーナリストが我が国の民主化に貢献したかを描いている。大統領はヒンツペーターの我が国に対する貢献に敬意を表して映画を鑑賞した』

映画を観た後、文在寅大統領は次のようにコメントされました。

『光州事件の真相は完全には解明されていない。これは我々が解決すべき課題であり、私はこの映画がその助けになると信じている』

調べてみると、韓国の文在寅大統領は私と同じ1953年の生まれです。1959年小学校入学前6歳の時に、釜山市に一家で転居しました。子供の頃家は貧しく、トウモロコシのお粥の給食が1日の食事のすべてで、月謝が払えず、授業中に教室から追い出されたこともあったそうです。

その後、軍隊を除隊後、父が59歳の若さで心臓病のため急死し、父親に出世する息子の姿を見せてあげられなかったという後悔の念から司法試験を受けることを決意し、苦学の末に当時合格率2.9パーセントといわれた第22回司法試験に合格しました。

その後、これもまた、ひょんなことから当時釜山で活動していた弁護士、後の大統領、盧武鉉の法律事務所に就職することになり、彼の人生は大きく変わっていくことになります。

こうした事実を知ると、指導者の人間的な違いを本当に痛感します。一人は苦学の末に弁護士となり庶民の生活を守るために活動してきた大統領。もうひとりはボンボンとして育てられ三権分立の意味もよく分からないまま首相になった政治家。

この二人のもとで運営される国の違いは、まさに天地ほど違うことはやむを得ないことなのです。1人の力だけで何もかもが変わるわけではありませんが、やはり何事も1人の人から始まるのです。

■ I finished watching the recorded Korean movie “Taxi Driver: The Promise Crosses the Sea” last night. A Korean movie released in 2017. It was made based on the true story of the 1980 Gwangju incident. The director is Jang Hoon. Starring is Song Gan Ho.

The taxi driver, who is preceded by his wife, played by Song Gung-ho, lives in a small house with his 11-year-old daughter. He was one of the ordinary laborers who was devoted to making a living and had no interest in politics. He heard that he could get a high fare of 100,000 won in his daily life, and he drove Peter, a German correspondent, to drive to Gwangju.

There, Peter decides to witness the violence by the army and bring back the filming record to disseminate the fact to the whole world. The driver who plays Ganho gradually understands Peter’s mission as he meets fellow people and citizens, and sees them dying one after another. At the end, they survive the government chase and car chase trying to get Peter’s camera back, and they return to Seoul safely. The story of heart-pounding will be developed until Peter safely departs from Gimpo Airport by plane.

In August 2017, the wife of a real-life reporter visited Seoul and watched this movie based on the true story of her deceased husband with Korean president Moon Jae-in. A senior government official said:

“The film depicts how foreign journalists contributed to the democratization of our country. The President watched the film in honor of Hintz Peter’s contribution to our country.”

After watching the film, President Moon Jae-in commented as follows.

“The truth of the Gwangju case is not completely understood. This is a challenge we have to solve and I believe this film will help.’

When I look it up, South Korean President Moon Ji Tung was born in 1953, the same as me. The president moved to Busan when he was 6 years old before entering elementary school in 1959. When he was a kid, his family was poor, and corn porridge was eaten on all meals of the day, and he couldn’t pay the monthly fee, and he was sometimes kicked out of the classroom during class.

After leaving the army, his father died suddenly at the age of 59 due to heart disease. He decides to take the bar exam because he regrets that he could not show his son to his father. At the end of his struggle, he passed the 22nd Bar Exam, which was said to have a pass rate of 2.9%.

After that, again, this suddenly led to a job at a law firm that was active in Busan at that time, later president, Roh Moo-hyun’s law office, and his life will change dramatically.

Knowing these facts makes me really keenly aware of the human differences between leaders. One of them is the president who became a lawyer after hardship and worked to protect the lives of the common people. The other is a politician who was raised as a child of a wealthy family with no inconvenience and became a prime minister without understanding the meaning of the separation of the three powers.

It is unavoidable that the difference between the countries that operate under these two people is exactly the same as in heaven and earth. Everything does not change with one person’s power, but all things start with one person.

■昨夜は医師会館で学校検診の再開について教育委員会担当者と会談を持ちました。コロナウイルス感染のために延期されていた学校検診を、どのように実施するかの検討会です。

いつもの年ですと今頃には、すべての学校検診が終わっているのですが、今年はコロナウイルスの関係で順延になっていました。教育委員会の方のお話では、検診の際に使用する手袋や消毒用のアルコールなどが、まだ完全に準備できていないようですし、予算もこれから検討するというお話でした。

アベノマスクではありませんが、一体いつになったら準備ができるのか、難しい問題です。

■今朝も走りました。いつものコースを6.16km走り、今月は昨日に続いて2回のランで12.26kmを積み重ね、100キロまで残り87.73kmとなりました。7時4分現在、雨が降っていますが、私が走り出した5時頃には地面は濡れていたものの、雨は止んでいました。ラッキーでした。

もうすぐ梅雨に入りますので、走ることのできる朝は毎日でも走っておかないと、100キロを積み重ねるのは容易ではありません。

■さて先日の東京新聞「昭和遠近　短歌に見る時代相　島田修三」ではアメリカ映画について書かれています、副題は「旧敵国の抗えない魅力」です。

歌人の島田修三さんが書かれていますが、子どもの頃家には「キネマ旬報」や雑誌「スクリーン」などの映画雑誌が揃っていたそうです。映画好きのお父さんが定期購読をしていたのです。キネマ旬報は子どもには難し過ぎましたが、雑誌SCREENには新作映画の印象的なカットや美男美女スターのグラビアが掲載されており眺めるだけでも楽しかった、と書かれています。全盛期のジョン・ウェインやエリザベス・テイラーの顔も薄っすらと記憶に残っているそうです。

21回目のこの連載で登場する映画は、「モロッコ」、「カサブランカ」、そして「アパートの鍵貸します」です。どの映画も見ましたが、個人的にはジャック・レモン主演の「アパートの鍵貸します」が、お好みです。

ビリー・ワイルダー監督の作品は、どれも小粋で洗練されていて魅力的です。ハリウッドの映画人がほとんどそうであるように、ビリー・ワイルダー監督もヨーロッパからの移民だったと思います。

さまざまな文化が融合し合って新しい文化を作り上げるという意味では、まさに文化のるつぼがハリウッドではないでしょうか。そうした強みがアメリカにはありました。

コロナ後の世界で果たしてアメリカはどのような国となっていくのでしょうか。そんな点でもコロナ後の世界は大変興味深いものです。

■20200601（月曜日：曇）　Changing emotions

■今日から6月です。水無月6月のスタートは、いつものコースを6.09km走り、6月の積み重ねの第1歩を踏み出しました。

月が終わり新しい月が始まると、こうしてまた一から100キロの積み重ねを始めるのですが、これが気持ちの切り替えという面で、私にとても良い影響を与えているように思います。

気持ちを切り替えることは、より良い人生を送る上でとても大切なことですが、なかなか難しいものです。その点、自分はささやかな目標ではありますが、毎月月100キロを走るという目標があるために、その月に色々嫌なことがあったとしても、月初になればすっかり切り替えて、また一から始めるという心の準備ができるという点で、良い目標設定だと思っています。

いつまでできるか分かりませんが、可能な限り続けて行くつもりです。

■今朝の東京新聞「私説　論説室から」では、「プロレス社長の言葉力」と題して書かれています。『つらい時、悲しい時、前を向く力を与えてくれる自分の中の何者かを、「精神の背骨」と呼んでいる。私の背骨にはかなりの濃度でプロレスが含まれている』と書かれています。

そして先日、新日本プロレスのハロルド・メイ社長がファンに向けて発信した動画を見た様子を書かれています。メイ社長は選手やスタッフを感染リスクから守ることや、企業の社会的責任を理由に、無観客でも試合を行わなかったと説明。グッズなどを買って経営を支えるファンに感謝を述べ、選手には長年蓄積したけがの治療の機会にしてほしいと呼びかけました。

『絶対に歴史を絶やすことなく10年後も20年後もこの世に生き残りをかけて頑張ります。一緒に生きていきましょう』

単純だ、と笑われるかもしれないが、その言葉にほろっとした、と筆者は述べています。

メイ社長は、新日本プロレス社長に就任した直後、東京新聞夕刊の紙面に執筆依頼をされた際、自分がどんな人間か知ってもらうため社員にも読んでほしい、と意欲的に原稿を送られてきたそうです。言葉の力を信じている人なのだと感じた、と書かれています。

そして最後にこう結んでいます。

『こういう非常時こそリーダーは言葉の力が問われる。棒読みしかできない人は残念だなあと思う』

棒読みしかできない人が誰なのかは答えるまでもありません。

私が大切だと思うのは、戦後75年かけて私達は私達なりの民主主義を育ててきたはずなのです。その終着点が今の安倍内閣だという事実をしっかりと受け止める必要があります。

異国の地、あるいは本土で命を落とさなければならなかった300万を超える同胞達が望んだのは、権力者の嘘や隠蔽がまかり通る今のような国の形では、決してなかったと私には思えるのです。

国民1人ひとりがしっかりと目を開き、自分の頭で考え、マスコミに踊らされること無く、国の未来を案じない限り、この国に未来はないのです。

Changing emotions

■20200528（木曜日：晴れ）　What we learned in 7 years

■今朝は4時半に目が覚めましたので、そのまま起き出して走る準備をしました。とにかく、ゆっくりで良いので少し長めに走ろうとスタートしました。

結局いつものコースを10.60km走り、今月は13回のランで92.91kmを積み重ねました。残り3日で100キロまでは7.08kmの所まで来ました。

明日は休んで、土曜日の朝に残りの距離を走り切ろうと計画しています。これでなんとか今月も月100キロ走の目標を達成できそうです。

■さて、緊急事態宣言下での賭けマージャン問題で辞職した黒川弘務前東京高検検事長の問題に関して、森法務大臣と安倍首相の答弁が東京新聞に掲載されていますが、実に興味深いのです。黒川氏の訓告処分は誰が決めた？、という質問に対して、

『最終的に、内閣で決定がなされたものを、私が検事総長に申し上げた』

22日午後の衆院厚生労働委員会において、安倍首相はこう語っています。

『検事総長が適切に処分を行ったと承知している』

そして、26日の衆議院法務委員会において、森法務大臣はこう述べています。

『決定したのは、あくまで法務省及び検事総長だ。内閣に報告したところ、法務省の決定に異論がない旨、回答を得た』

もう皆さんもお気づきの通り、安倍内閣のいつものパターンです。最初に本当のことを述べて、次に偽りの答弁がなされ、最後に嘘を取り繕うために苦し紛れの答弁を繰り返す、というパターンです。

国民もさすがにこのパターンに気づき始めていますが、いいかげん私達は目を覚ますべきです。現政権は国民を舐めているのです。どうせ国民など愚かだから適当なことを言っておけばすぐに忘れると、たかをくくっているのです。

結局自分たちのレベルの政治しか国民は持つことができないのです。国民が目覚めるしか、より良い政治を作り上げることは、どの世界でもできないのです。

この7年間、私たちが学んだのはただ一点、そのことだけでした。

■今朝も走りました。体が重く目覚ましの鳴った5時に、すんなりと起き出すことはできませんでしたけれども、なんとか体に鞭打って起き出し、今日もいつものコースを6.15km走ることができました。

これで今月は12回のランで82.31kmを積み重ね、残り5日で17.68kmのところまで来ました。

エプソンのランニングウォッチで記録を取り始めてから、今日のランで991回目と記録画面が告げてくれています。記録によれば、初めてこのエプソンのランニングウォッチで走り始めたのが2014年11月でした。

その前年2013年3月の静岡駿府マラソンハーフの部に、マラソン大会としては初めて参加しました。あの頃の20キロは、とてつもなく遠い距離と感じたものでしたが、しかしながら記録を見てみると、最近のハーフマラソンの記録よりも、むしろ早く走っているのです。最近つくづく年齢的な衰えを感じます。

何もわからず無我夢中で走っていた6年前の方が、トレーニングを積んで要領もわかってきた今より、記録的には速く走れていたのです。

統計を見てみると一番たくさんの距離を走ったのは2017年で、その時は1357.3kmを1年間で走りました。2013年には様々な大会に7回出場し、2014年には9回の大会に参加しました。

そして2014年12月14日、生まれて初めてフルマラソンを完走しました。今思い返してみると、本当に楽しい思い出がいっぱいです。なんと言ってもTakuと一緒に走った千歳 JAL 国際マラソンは忘れられません。

ただしフルマラソンを走るのは本当に苦しかっただけに、3回走った袋井クラウンメロンマラソンは忘れがたい思い出です。初めて参加した2014年には、よく晴れた風の強い、乾燥した天候でしたので、完走はしたものの、その後気管支炎を患い、年末年始は病院通いで終わってしまいました。2015年は小雨模様の天候で湿気があって湿度が高かったためか、3度のフルマラソンの中では最も身体的には楽な42.195キロでした。なんとか5時間が切れるのではないかと思ったほど、自分としては順調に愛野駅前までたどり着いたのですが、そこからのエコパスタジアムまでの2キロが延々と上り坂なのです。体力を使い果たしてしまい、結局5時間を切ることができませんでした。

そして最後の2016年は、大学時代の同級生、高野選手と一緒に参加することができ、走り終わった後は一緒に食事をとることができました。本当に楽しい思い出でした。マラソンについて食事をしながら色々高野選手から教えてもらいました。

マラソンオタクの彼は、私などのレベルとは雲泥の差で、ウルトラマラソンを走るほどのレベルです。毎日の食事においても、今でいう炭水化物ダイエットでしょうか、徹底して管理をしている様子を聞いて、本当にびっくりした記憶があります。静岡マラソンの医療スタッフとして数年前から彼は走っているようですが、今年は残念ながらコロナウイルス感染のために中止になったはずです。

静岡マラソンはコースがフラットですので、私のようなものでも完走できる可能性は高いかもしれません。いずれ挑戦してみようと思っています。出場したどの大会も、本当に自分自身には、大切な財産になっています。

Full marathon

Six years ago when I was running crazy without knowing anything, I was able to run record faster than now when I got training and learned the point.

Looking at the statistics, I ran the most distance in 2017, when I ran 1357.3km in one year. In 2013 I participated in various competitions 7 times and in 2014 participated in 9 times.

And on December 14, 2014, I completed my first full marathon. Looking back now, I’m full of really fun memories. I cannot forget the Chitose JAL International Marathon that I ran with Taku.

However, running the full marathon was really hard, and the Fukuroi Crown Melon Marathon that I ran three times is an unforgettable memory. In 2014, when I first participated, it was a sunny, windy and dry weather, so I completed the race, but after that I suffered from bronchitis and ended up visiting the hospital during the year-end and New Year holidays. In 2015, it was 42.195 km, which is the most physically comfortable of the 3rd full marathon, probably due to the high humidity due to the light rainy weather. I managed to reach Aino Station in front of me so that I could manage to run out for 5 hours, but 2km from there to Ecopa Stadium is an endless climb. I ran out of physical strength and couldn’t finish less than 5 hours.

And in the last 2016, I was able to participate with my classmate Takano, who was a college student, and I was able to have a meal together after running. It was a really fun memory. I was taught by various athletes about the marathon while eating.

He is a nerd of marathon, which is a level of difference from my level, and is enough to run an ultra marathon. I’m really surprised to hear that he manages a carb diet and manages it thoroughly in his daily diet. He seems to have been running as a medical staff for the Shizuoka Marathon for several years, but unfortunately this year it must have been canceled due to coronavirus infection.

The Shizuoka Marathon has a flat course, so it may be possible for someone like me to complete the course. I plan to try it someday. Every tournament I participated in is truly an important asset for me.

■今朝は頑張って走りました。昨日も走ったのですが、5月も残り1週間となり、いよいよ目標の月100キロ走を達成するのが難しくなってきました。

昨夜は早めに休み、今朝はいつもの通り5時に起きて、とにかくゆっくりで良いから長く走ろうと心に決めて、走り始めました。いつものコースを、ゆっくりと走り続けて、今日は1時間34分15秒と長く走り続けることができました。

途中で花々の写真を何枚か撮って気晴らしをしながら走りましたので、距離的には11.8キロと短めでしたが、それでもこれで11回のランで、76.15キロメートルを積み重ね、100キロまで残り7日で23.84kmのところまで来ました。

実に爽やかな朝でした。天気予報では曇りから、ひょっとすると雨が降るかもしれないと心配していたのですが、実に爽やかな青空でした。

ただし走り終わる7時頃になると、もう気温が上がってきて日差しの下を走っていると、辛くなってきました。最後は日陰を求めて、選んでコースを走るようになりました。

そんな走り方をしていると、以前何回も走った皇居ランを思い出します。東京駅から桜田門へ行く途中、御影石の歩道があります。とてもきれいですし重々しくて素晴らしいのですが、気温が上がってくると、その上を走るのは、まさに岩盤浴の上を走るような感じなのです。下から熱せられてたまりません。

そして一周5キロのコースを走る途中でも、とにかく木陰をもとめて走るコースを変えていかないと、たちまち脱水になってしまいそうなのです。今朝も走りながら、そんなことを思い出していました。

今日の積み重ねで、なんとか目標ラインぎりぎりのところまで来ました。文字通り、あと1週間の残り時間となりました。

■今朝の東京新聞朝刊には、コロナウイルスによる緊急事態宣言によって、営業の自粛を強制されてきた、水商売協会のクラブのママさんらが窮状を訴える記事が掲載されています。

『生きていけない 　休業いつまで』

首都圏でも緊急事態宣言の解除の準備が進む中、ナイトクラブやキャバクラ店など接待を伴う飲食業が危機に陥っています。経済的には既に限界を超えており、性風俗に身を投じる女性も出始めています。クラブのママやキャバクラ嬢らがマスク越しに声をあげました。

22日夜、全国のナイトクラブやキャバクラ店で働く女性ら約1,000人で作る日本水商売協会が都内で会見を開きました。

『バブルがはじけた時も、リーマンショックの時も、なんとかくぐり抜けてきた。でも今回は苦しくて仕方がない』

水商売協会代表の甲賀香織さんは、

『営業再開できた時には、店が半分ほどに減っている恐れもある。家賃が払えず、東京を去ったり、経済的な苦しさに付け込まれ、男性客から嫌な思いをさせられたり、性風俗で働き始めたりする女性が出てきている』

水商売協会では、独自にガイドラインを作成し、日本感染症学会の医師の監修を受け、店内では客の間隔をあけマスク姿で接客することや、女性の「チェンジは無し」とすることなどを盛り込みました。

客に渡航歴や体温連絡先などの健康状態を記入してもらい、保健所から要請があれば提出するなど、これまで客のプライバシー保護を優先してきた業界にとって画期的な内容となっています。

しかしこうしたガイドラインを評価したのは千葉県だけで、東京都は1ヶ月以上返答がなく、埼玉県からは「認められない」との回答を受けました。

この記事を読んで思うことは、こうした業界の皆さんに対する根深い偏見です。政治家や行政にしてみると、自分たちは散々、こうした業界の皆さんにお世話になっているにもかかわらず、政治的には顧みなくても良い、じゃけんにしても構わないという根深い差別意識のもとに行動しているとしか思えないのです。

安倍総理にしても、小池東京都知事にしてもそうなのですが、語っている言葉と行動とが、まるで乖離しているのです。言っていることは国民のこと、都民のことを慮っているふりをしているのですが、行動から見れば結局は自分ファーストでしかないのです。

いい加減、私たちはその偽善に気づくべきなのです。ありがたがって拝聴している場合ではないのです。国民の生活、都民の生活は壊れていくばかりです。

自分のことしか考えない政治家ほど、たちの悪いものはありません。いつになったら国民は、そのことに気づくのでしょうか。手遅れかもしれません。でも諦めるわけにはいかないのです。

テレビなどのマスコミの報道を、ただ漫然と受け入れていては、自分たちの首を絞めるだけなのです。

■今朝は走りました。これで今月は10回のランで64.87kmを積み重ね、残り8日で36.12kmのところまで来ました。明日の日曜日に、なんとか15キロ以上を走って目標を達成できる地点にまで到達したい、と願っていますが、とにかく今日は疲れを取ることだけを考えなければいけません。

昨日は使っていなかったパソコンに、パソコン基本ソフトであるリナックスの1種である Netrunner という基本ソフトを導入しました。YouTubeで何気なく見ていて、とても使いやすそうでしたので思い切って試してみました。導入もスムーズに行き使い始めたのですが、これが結構楽しいのです。

もちろんChromebookのように、今まで通りに全て出来るわけではないのですが、遊び心がふんだんに盛り込まれていて、使っていてもワクワクするのです。

linuxのディストリビューションは、ほとんど無数と言っていいほど世界中にあるのですが、プログラムの核となるカーネルと言われる部分は、バラバラにならないように一括して管理されています。それを使ってどのようなパッケージを作るかは、誰でも自由にできるような仕組みになっています。

したがって、エンジンは同じものを積んでいても、F1の車のようなものから軽乗用車のようなものまで、その人の使い道に合わせて好きなパッケージを作ることができるのです。本当に素晴らしいことだと思います。

昨日から使い始めた、このネットランナーも非力なパソコンでもできるだけ軽快な動作で動くように、という目的で作られていますので、ウインドウズを使うには、もたもたしてとても使えないような古いパソコンでも結構ストレスなく使うことができるのです。本当にワクワクします。

■さて今朝の東京新聞読者欄には、読者からの素朴な疑問が述べられています。

『マスクの検品　なぜ税金使う』です。

400億円以上を投じたアベノマスクの検品作業に、さらに8億円もの税金を厚生労働省は使っているのです。投稿者は、例えば乗用車なら欠陥が見つかれば、車のメーカーがリコールして修理費用を負担するのが当たり前ではないか、と問いかけています。まことに、そのとおりです。

過去最大級の補正予算と、見かけだけは華々しいのですが、中身はハリボテのごとくスカスカの状態。一部の広告代理店に丸投げしそうな観光キャンペーンに、一兆円以上の予算を、なぜ今、この時期に組まなければいけないのか、どう考えても辻褄が合いません。

クール・ジャパンなるキャンペーンも、今になって考えてみれば、予算がどこへ流れたのか、本当に怪しいことばかりです。

■今朝は走りました。21日となり、いよいよ残り少なくなってきましたので、頑張って10キロを超える距離を走りました。

ランニングウォッチをエプソンのホームページに接続すると、「おめでとうございます。月間50kmを達成しました」と喜んでくれています。今月は9回目のランで通算58.71kmを積み重ね、残り10日で41.28kmのところまで来ました。18日の月曜日以来ということですので、3日ぶりのランニングでした。

今朝は5時前に、すんなり起きることができましたが、昨夜も冷えました。薄めの羽毛の掛け布団で寝ましたが、夜中に二度ほど目が覚めました。それでも今朝は疲れを感じることなく、スムーズに走り出すことができたのは、とても嬉しく思いました。

最近は体が重く感じることが多く、もう体力がなくなってしまったのか、年のためなのかと悲観的に考えることが多くなってきたのですが、なんとか長い距離を走ることができて、ほっとしています。折り返し地点にある桃澤神社では、家族みんなの健康を祈って、引き返しました。

■1人10万円の一時給付金申し込みの為の書類が、昨日沼津市から送られてきました。飲食業を始め、毎日、毎日の売り上げで事業を回している方にとっては、営業自粛要請の続く間は、本当に苦しい毎日だと思います。

私達にとっては大金の10万円ですが、事業を営んでる方にとっては、まさに雀の涙にしかなりません。家賃や材料費など、私たちが必要とする金額とは桁違いのお金が毎日必要になるのです。

とにかく、この危機を生き延びて、感染が終息した時には、また人々が集える場が残ってほしいものだと心から願っています。

■今朝の東京新聞一面の記事には、「黒川検事長辞任不可避」と書かれています。あの話題の黒川弘務東京高検検事長のことです。なんとしても、この人を検事総長にしたいという安倍総理の意向で、無理矢理ねじ込まれた法案が検察庁法改正案でしたが、今国会での成立は断念されました。その途端に、このような報道が踊るのはどうしたものでしょうか。

ある記事によれば、この黒川さんの力がなければ、何人もの政治家が逮捕されたか数知れない、と言うのです。政治家ばかりではありません。ジャーナリストや実業家など、安倍総理は自分と親しい友人には、税金を湯水の如く使い、逮捕されるかもしれない状況から救ってあげたりしていた訳です。

つまりは、もう法治国家ではないということです。

法案採決が延期された途端のスキャンダルの報道は、当然深い意味があるに違いありません。とにかく総理が考えているのは、自分の延命だけです。やましいことを見逃してもらわないと自分自身が延命できないのです。

■今日は本当に久しぶりに、ロータリークラブの例会が開催されます。1ヶ月ぶりでしょうか。仲間の顔を見るのも、本当に久しぶりです。途中1度、Zoomでのミーティングを開催しましたが、例会場でみなさんと顔合わせるのは本当に嬉しいものです。

At any rate, Prime Minister Abe’s intention to make this person the prosecutor-general was forcibly screwed into a bill to amend the Public Prosecutor’s Law, but it was abandoned in the current Diet session. What then happened to such news reports?

According to an article, it is impossible to count how many politicians were arrested without Mr. Kurokawa’s power. Not only politicians escaped arrest.
